Nope, not after RFA starts. Rosters are frozen. See the betts and trout signings. It was a very smart bid because even at 20% less money this year you would still less then a million short

The RFA bidding rules explicitly bring up allowing drops for over roster. Although it doesn't explicitly call out cuts for cap, it does blow up the logic that rosters are locked.

The point of tagging RFA means i should always have right of first refusal. If I wanna cut Zack Wheeler to free cap, I should be able to.

My understanding has been that after RFA starts, you can only cut to free up a roster spot, not cap. And you can't bid more AAS than your free cap. That would prevent someone from bidding over cap and constructing the contract to be light for the first year of a multi-year. Probably should be clarified better in the rules.
