Option A (no option): all contracts will roll over. 2020 salary moves to 2021, 2021's to 2022 etc. You would not have the option to forgo freezing, but would be allowed to waive the player this year before the roll over. Option B (GM option): all contracts roll over, but you have the option to not roll over for things like bad contracts / aging players.
Example good freeze: Cody Bellinger Current contract: 2020: $0.75M PP3, 2021: $2.5M PP4 CO, 2022: $5.0M PP5 CO Freeze, new contract: 2020: $0.75M PP3, 2021: $0.75M PP3, 2022: $2.5M PP4 CO, 2023: $5.0M PP5 CO
Example of contract you would not want to freeze: Kenley Jansen - LAD - 20: $15.0M, 21: $18.0M, 22: $18.0M Freezing /rolling would make his contract: 20: $15.0M, 21: $15.0M, 22: $18.0M, 23: $18.0M

I vote for Freeze all. I get why you would not want to freeze bad contracts but since this year doesn't really count then we shouldn't mess with contracts in my opinion. If you don't like the contract then waive, trade, or live with it just like any other year.

short rebuttal:
- this year does count for something since we're scoring it.
- we can't stop the aging process. The timing of contract and age matter a great deal. So, why should each GM be forced to pay for that age 36, 37, 38 season that they didn't sign up for? Welcome a line of reasoning.

What about if you have a player that is or will be 35 years or older in the contract you can slice off the cheapest year of his contract

Not a bad idea. One thing in my write up was weird / unclear - 2020 and 2021 should remain separate years. The contract freeze is to retain service time, not skip 2020.
Along these lines, we should be able to pick up players this year and drop them this year such that it doesn't impact next year. Once the freeze happens, anyone picked up thereafter would be treated normally with a 2020 and 2021 separate years. And max 5 years contract including 20-21-22-23-24.
Separate note: minors would be tested to move to pp1 only after 2021, whuch goes along with the retaining service time concept.

Another league I am is treating all free agents signed this year are only for 2020 and can not be tagged. Since our regular free agency already ended, mostly just sign outliers or injury fill ins.

Also, if we are playing, crowing a champ, and paying, then contracts should count and protections expire if player plays enough. If you want an extra year, then cancel the season and we start up next year.
We definitely need to change how we do the matchups for the shorten season, but really that's all we should choose.
